As the co-chair of the meeting, Vice Minister Zhan Chengfu delivered an opening speech. He pointed out that since the first ASEAN-China-Japan-Korea Leadership Informal Meeting was held in Kuala Lumpur in 1997, the ASEAN-China-Japan-Korea (10 + 3) cooperation mechanism has flourished. At present, a leadership meeting has been formed and a ministerial meeting has been formed. , Senior officials' meetings, ambassadorial meetings (CPR + 3) and working group meetings. The ASEAN-China-Japan-Korea Ministerial Conference on Social Welfare and Development is an important part of the 67 10 + 3 dialogue and cooperation mechanisms. It is responsible for policy planning and coordination in the field of social welfare and development, and has become an important channel for promoting the development of social welfare in regional countries. The experience of successful cooperation is precious. China and ASEAN countries, as well as Japan and South Korea, have broad space for cooperation in the field of child protection. China is willing to work with ASEAN, Japan, and South Korea to adhere to the future-oriented, inclusive and win-win cooperation concept, strengthen mutual learning and mutual learning of policy formulation and capacity building, and explore the possibility of developing cooperation projects in the field of child protection under the 10 + 3 framework.
During the meeting, Deputy Minister Zhan Chengfu made a national report on behalf of the Ministry of Civil Affairs. He pointed out that this year marks the 70th anniversary of the founding of the People's Republic of China. Over the past 70 years, under the leadership of the Communist Party of China, China's economy and society have achieved world-renowned achievements, especially under the leadership of General Secretary Xi Jinping, earnestly strengthening and improving people's livelihood, and comprehensively advancing poverty alleviation. Over the past 40 years of reform and opening up, the number of rural poor in China has decreased by 740 million. In particular, over the past six years since the 18th National Congress of the Communist Party of China was held, rural poverty reduction has totaled 82.39 million people, with an average annual reduction of 13.73 million people. The incidence of rural poverty has also dropped from 10.2% at the end of 2012 to the end of 2018. 1.7% of the Chinese nation ’s absolute poverty over the centuries is expected to be solved historically, and it provides China with experience in reducing poverty globally. The Chinese government attaches great importance to the care and protection of children, conscientiously implements the United Nations Convention on the Rights of the Child, and has carried out a lot of work in various areas such as improving laws and regulations, improving policies and systems, strengthening mechanisms, and elaborating measures. At present, the assistance of rural poor children has been incorporated into the strategic layout of strengthening the national governance system and modernization of governance capabilities, establishing and improving child care laws and regulations, and strengthening child government protection, judicial protection, and network protection. Vice Minister Zhan Chengfu also put forward related initiatives such as establishing a policy dialogue mechanism in the ASEAN 10 + 3 social welfare field, strengthening social protection cooperation for vulnerable children, and capacity building in the field of child welfare.
The theme of this Ministerial Conference on Social Welfare and Development is "Social protection of vulnerable children in ASEAN". Ministerial officials of relevant departments of 10 ASEAN countries and 3 countries including China, Japan and South Korea attended the meeting. Countries have conducted lively discussions on child protection policies and regulations, institutional settings and innovative practices, shared their experiences and practices in the field of child protection, and explored the possibility of strengthening practical cooperation in this field. The meeting adopted the Joint Statement of the Sixth ASEAN Ministerial Conference on Social Welfare and Development of China, Japan and South Korea.
During the meeting, Deputy Minister Zhan Chengfu was also invited to hold bilateral talks with Minister of Labor and Social Welfare of the Laos, Kampin Sai Songping, and Minister of Social Welfare, Veterans and Youth Reform of Cambodia, Wang Su. Vice Minister Zhan Chengfu introduced the functions of the Ministry of Civil Affairs and China's social welfare development after the new round of institutional reform, and exchanged in-depth views on strengthening exchanges and cooperation between the two parties in the areas of rehabilitation of the disabled and protection of vulnerable children.
Before the 6th ASEAN-China Ministerial Conference on Social Welfare and Development, the 14th ASEAN-China-Japan-Korea Senior Officials Conference on Social Welfare and Development was convened with the participation of the heads of the Child Welfare Department of the Ministry of Civil Affairs and the China Child Welfare and Adoption Center.
