Recently, the Ministry of Civil Affairs imposed an administrative penalty on the deregistration of the Shuguang Institute for the Prevention of Blindness and Low Vision Rehabilitation.
After investigation, the Shuguang Institute for the Prevention of Blindness and Low Vision Rehabilitation failed to accept the annual inspections in 2017 and 2018 in violation of the provisions of Article 23 of the "Interim Regulations on the Registration and Management of Private Non-Business Units", in accordance with Article 25 (1) (c) of the Provisional Regulations on Registration Management and Article 10 of the "Measures for Annual Inspection of Private Non-Enterprise Units" stipulated that the Ministry of Civil Affairs canceled the registration of the Shuguang Institute for the Prevention of Blindness and Low Vision Rehabilitation Administrative penalties.
At the same time, in accordance with the relevant provisions of the Measures for the Management of Credit Information of Social Organizations, the Ministry of Civil Affairs has included the Shuguang Institute for the Prevention of Blindness and Low Vision Rehabilitation on the list of serious violations of trustworthiness of social organizations since the effective date of the administrative penalty decision.
The annual inspection of social organizations is the statutory responsibility of the registration management organs, an important means for the registration management organs to inspect and evaluate the operation status of social organizations, and an important measure to maintain the healthy development order of social organizations. Accepting annual inspections in accordance with regulations is a statutory obligation that a social organization should perform. If a social organization does not accept or refuses to accept an annual inspection in accordance with regulations, the registration management authority will deal with it seriously according to law. Social organizations shall strictly abide by the relevant laws and regulations and the articles of association of the organization, conscientiously fulfill their statutory obligations, continue to fulfill their original mission, and actively play their due roles.
